Yes, MOD staff are not allowed to change bulbs and the MOD pay for qualified electricians from civi street to come in and do it.
This sort of waste his is of course not confined to the MOD. When I worked for DWP in Cumbria, if we needed a bulb changing it could take up to 14 days for the electrician from Blackpool to come up and do the job @ £150.00 a time.
It is VERY common - I am sure many of us have customers we do regular maintenance for and as part of this maintenance, lamp changing is part of this.

This is PFI (private company competition gives better value for money!!).
It goes for councils, NHS, government, schools, Police - you name it.
Move computer from left side of room to right side (one 13A plug pulled out and inserted; one data cable pulled out and inserted, PC lifted and put down on existing table) £500. It's in the contract so you've no choice. Why sign the contract? because it's the cheapest and you have no choice but to go PFI if you want the building now. The last 3 governments have all gone down the route because they don't have to find money today - of course, when the contract runs out, you have no building anyway.
