Tiling on Top Of Scratch Coat?

I am refitting a bathroom and have just removed all the tiles (both layers!!!).
Looking at the walls the majority surface area is of a sandy render type.
I'm not entirely sure but I think this might be what is known as scratch coat.
I am planning to have the bathroom re-tiled but can I tile directly on top of this sandy type render (scratch coat?) or will I need to get it skimmed with plaster first? If so, what type of plaster bearing in mind, I'll be tiling over the top.
