Tiling over flaking paint

Hi all,

I'd appreciate some advice on how to prepare my plasterboard walls for tiling. The walls were previously painted but it is peeling away, so I'm planning to scrape it all off before tiling. However, there is a powdery residue left on the walls and I'm wondering if I need to seal the walls with zinsser gardz or an alternative primer before tiling?
 
If it's plasterboard would you consider just reboarding?
