Tiling over wood block floor and UFH.

Hi all, as above, they are pine wood blocks about 150mm x 50mm, would it be best to lay sheets of ply over would have to be thin because of levels with adjoining room as wall has been removed. Would it be best to glue the sheets to the floor, if so what adhesive would you recommend. Also what are your thoughts on electric under floor heating for the above floor and the adjoining floor which is concrete, thanks for your time!
 
If you overlay then use tile backer boards rather than ply but why don't you lift the pine blocks?

Even if you manage to fix to the blocks, how sure are you that the blocks will stay stuck to the sub floor?

If you lifted them you'd have more height to play with and space to put insulation backer boards under the UFH and less chance of it all lifting.
