timber in web of steels, question

I'm building a small loft conversion. Steels are in. I now need to add timber to pack out the web to fit joist hangers.
my question.... Do I need to add timber to both sides of the steel if I'm only hanging from one side ? If so, could I just use coach bolts from the other side instead of bolting right through.
I hope this is not a daft question, but I've only seen pics/vids of timber fitted both sides and then bolted through.
