any ideas as to why my pc keeps timing out when on the net, after it does it, I can still use e-mail via outlook express, it does the same if I use firefox or explorer

What version of windows are you using?

What security do you have on the PC? When did it start happening and what were you doing.

running XP service pack 2, AVG free version, can't remember what I was doing, been happening for a while, nothing showing up in device manager

Sticking my neck out here over the dramatic opinions of the experts. You're with a crap isp and they have throttled down your download speed.

This should fix your internet timeout but you're not out of the woods yet.

You actually dont have AVG running which is probably down to your infection. I'd recommend you install a better antivirus but first go to the control panel and uninstall AVG and then -

Download the avg removal tool and run it.

Then download Avira Antivirus install it update it and run a full scan. Delete anything it finds.

Then download SuperAntiSpyware install it update it and run a full system scan and delete anything it finds.

Sorry been away for a while. Did any of the scans find anything?

What browser are you using?
