Tips on removing tap cover?

Hello All,

My friend has asked me to replace a washer in her kitchen tap.
I managed to get the knob off the top, but cannot unscrew the cover below.
I have tried mole grips with a rubber glove as protection , but it will not move. (I assume it should unscrew)
Has anyone got any tips to help?

I have a blow torch and was thinking of heating it up a little, but don't want to make anything worse.

Any comments would be great.
