to fuse spurs on the system

Excerpt from VR65 manual:


There is no 230V link between the boiler and VR65.

this is true but the valves and controls will still have 230v on them, there should be one spur to isolate the complete central heating system.

True, the answer is dependent on the setup. I was assuming that the VR65 was with the motorised valve(s) and the pump was in a system boiler. A stand alone pump away from the boiler would change things.
