Toe and heel didnt work

I have a upvc front door that didn't close properly. It was catching at the top lock and didnt lock properly either. It had clearly dropped.

I read about toe and heeling and tried it. My door was way out so packed it and now the door sits exactly square. Equal distance from one diagonal to the other. But the thing still catches at the top lock, only just though. Could it be something else now. Is there a correct way to pack these things or can you get away with just making sure it sits perpendicular?

It all looks square when you look at it but something aint right...
Any ideas??

The door may be square now in the frame and should work :?: but now may just need lifting up in the frame by way of adjustment on the hinges, if you have flag hinges its easy, just wing all 3 hinge pins up, these are located under each hinge, do one hinge until its stops catching then take up the slack with the other two hinges.

Or if you really want just unscrew the keep and lower it ;)
