Toilet difficult to flush

Our close coupled toilet is difficult to flush ie it needs several pushes on the handle at the side before it actually completes a flush.

Ideas?

Possibly the diaphram is torn, the flushing unit can be replaced quite cheaply, byt close coupled units need more effort than the non-close coupled units.
