Toilet does not fully flush

Hi, I have just moved into a house with a toilet that has a dual flush valve, the type that is screwed into the cistern lid with a plunger on the bottom. It seems to sit too low on the cistern and when I push it it only half flushes the toilet. If I remove it and then push the top of the flush valve with my finger it fully flushes the cistern so I'm guessing that the flush valve is slightly too short. Is there a way to adjust the height of the valve or do I need a new flush valve that's slightly higher/flush button that's longer?
