The siphon in your picture has to be removed completely.
The other toilet probably has the same issue.
What is constantly dripping ,is it from the float valve ( fill valve )

Does water drip constantly,non stop, or does it eventually stop ?
If it doesn't stop, replace the float valve .

Yes ,hence it's called a float valve !

Bottom of the cistern ,the pan is the bit you sit on.

If you're going to replace the Syphon, then go for the Dudley Turbo version, (measure existing to get the correct height). Turbo syphon can be split for for future repairs, saves a lot of hassle draining the cistern etc. Example, https://www.screwfix.com/p/thomas-dudley-ltd-adjustable-siphon-237mm/9756f

What’s the difference between the two?

The existing one is 23cm high.

I suspect the bottom version can be set for 6, 7 or 9 litre flush.

The lever had lost its ceramic part.
Presumably this includes one of those siphons we’ve listed?
Seems to include the float, but looks different to the type I have. Will it work or does it need to be ball cock style?
