Why is it that when i use the flush,it sounds like a fog horn when the cistern starts filling up.The noise is eased when cold tap is running.

Any pointers ?
 
replace the ball for a new diagragm type. Only £3 ish

You will need to turn the water off to do that. Stop tap usually under kitchen sink.
