Toilet noises

Hi everyone

I am looking for some advice please, we are in a new build house and are having an issue with the toilets causing noises. We have two toilets upstairs, when they are flushed there are two noises - as the cistern starts to fill a foghorn / vibration noise that lasts a few seconds. Then when the cistern has finished filling there is a banging noise. We also get the second noise occasionally from the downstairs toilet.

The plumber has tried various things across multiple visits:
1. servicing the fill and flush valves and replacing the diaphragms
2. installing a PRV under the sink in the kitchen
3. installing a shock arrestor under the sink in the kitchen
4. replacing the fill valves
Separate to this we have also had the hot water cylinder replaced because of an unrelated issue, they also fitted a new PRV as part of this. Another issue we have is that the kitchen tap doesn't mix properly, in most positions it is cold, however I don't think this could be causing the noises?

Some of this has helped but the noises are still there. After each time the plumber has been the noises go but then return again around a day later, I assume because he is turning off the water and draining it to do the work. The plumber is out of ideas so I would be grateful if anyone has any advice what could be causing these noises please? This is causing us stress as the noises are not pleasant.

High water pressure as evidenced by the mixer tap not getting hot, but the plumber seems to have addressed that with the prv. Maybe try some other pressure reduction device if that is the cause.
