Not sure what toilet it is, its a push button flush toilet, basically wen you flush the toilet it take about 5 - 10 mins to fill back up the tank. Council fitted toilets.

The valve may have a water pressure restrictor in its inlet, or the system may even be gravity fed from a tank somewhere - there may be an isolator valve not fully open.
