Toilet pipe looks rotten [pics], occasionally smells rotten

Wonder if you could help. Occasional bad smell over the last few years in downstairs toilet. Never leaked water on the floor. I take a look at the pipe and to my horror it looks rotten! Below pipe area seems to be damp too. 90s property with plenty of things badly installed. Help / advice appreciated, thank you. Keen to avoid being ripped off by a tradesman (eg if they just silicon over a problem)

Very unlikely anything other than plastic has been used for the drainage in a build of that era.

Check under the cistern, any leaks there? Had one earlier this week leaking on the 'Doughnut' washer that should be making the seal between the cistern and pan, this had then corroded the bolts coupling the two, with the result it had left a nice orange stain underneath. Also check the outlet from the pan for any sign of leaking. Looks like they've used a pan connector into a stub of 110mm pipework, standard installation practice.
