Toilet Problem: water simply flows down cistern

Hello all.

I have a push button toilet, and it won't seem to flush.
There is water in the bowl, and that stays there, but when i put water into the cistern, it simply flows down, and there is hardly any water in there.

Does anyone have a clue of what I can do?
I have called a plumber, but they're quite useless and hard to get hold of in the south of france..

You either have the seal jammed open ie it isn't closing or the it's broken. Try checking it and seeing if anything is preventing the plunger closing. Could be a worn seal. It isn't a big job to change it but it will mean demounting the cistern
 
Some of these push button flush valves can be replaced from above just by twisting and lifting out, see what make it is by removing the toilet lid
(this may be the biggest challenge) .Post a pic if you can for more help.
