toilet siphon flush sticking

Hi,

When my toilet is flushed the toilet handle stays in the down position and the "rod" which connects to the large washer/diaphragm stays sticking up (not very well explained - sorry). Unfortunately the cistern is tiled in and I can't get to the underside to change the siphon, has anyone any ideas?

theres nothing really in the bottom to get stuck.
is the linkage pulling it up straight when flushed ?
 
Yes you're right the linkage doesn't seem to pulling it up straight. How can I fix without taking the siphon out?

can you move the metal hook along a hole on the horizontal arm or has the plastic arm been cut short ?

The linkage is on the very last hole but is is approx 1 inch from being directly over the rod on the cistern.

i would get a new arm so you can have the linkage directly above.
