the toilet will not flush paper and waste away ,l have looked inside and theo work flush seems to empty all the water apart from a couple of inches at the bottom. Where the toilet is connected to the soil pipe it is offset of 8 inched and is connected with two elbow connectors forming a "s" shape it appears to be level with no drop can this cause the problem of the toilet not flushing....

has it always been like this or has it been getting worse?
does the handle need more than pull to flush?
how much water does the cistern hold (it may be marked on the back wall by the water level mark) and how full is it?
is it the original cistern?
is there limescale?
