Poorly Flushing Toilet

Although the cistern empties (standard low-level) on occasions is does not flush away waste matter properly. Even just a couple of sheets of paper are sometimes not flushed away. The cistern empties completely (but does take a while to refill) & there appears to be no blockage in the toilet pan/waste pipe; the water level in the pan is always the same & always goes back to the 'normal' level on flushing. Any ideas please? The cistern was renewed about 10 years ago.

If the flush used to be ok but has changed, then there is a blockage.

If it has never worked well then the cause may just be an incorrect angle of 'fall'; however this can cause a blockage.

Can you see the route of the soil pipe starting at the point it leaves the pan?
 
Check the float level in the cistern, your flush may not have enough water.

An excellent suggestion, and one that I missed.

If the siphon is ten years old then the diaphram may have stiffened and is not allowing the water through fast enough
