Tool for use with Bolts?

Good Evening

A relative has found something that has been owned for the last 50 - 60 years, and apparently it is/was used for holding bolts in place/stop them from slipping away whilst tightening a nut to them, e.g when working on a vehicle.

I have attached a few photos of the item, and also a photo or two with a bolt to show how it is suggested it is used.

Nowadays we would use a circlip but I believe these things made the bolt captive in box section material.
