Tool/Paint Cupboard

I've been toying with the idea of building a storage cupboard in my shed for a while and thought it maybe a good idea to share the project with others and also tap into some wisdom of DIYNOT posters! hopefully ending up with a step-by-step guide.

The aim is for a cupboard that can be used to store paint and tools without them freezing or rusting. I'm a fairly competent DIYer but want to keep it simple and use affordable materials.

For starters I think the unit will need a tubular heater http://www.tlc-direct.co.uk/Products/PHTH3.html at the bottom with slatted shelves to let heat circulate. Maybe build with a combination of 2x2 timber and
OSB board or ply if affordable ???

What I'm not sure about at the moment is isolation and ventilation. My first thought was to insulate the sides, back and door and try and make a sealed environment. Is this the way to go ???, or will it need a vents to avoid condensation.
