A windy loft is a healthy loft. The last thing you should be doing is fitting any of that shoite against the rafters.

If the dust is such a problem then staple a 'breathable membrane' on to the underside of the rafters.
 
A roof needs to breath to remove any moisture in the air, the product you linked to will trap all the moisture in your loft. Any cheap breathable roofing membrane' you can find on eBay will be fine.
