Touter Wall Hardener - Plaster issues

I have hair line cracks in one of my wall (old property). The was was was skimmed about 1 year ago but seems underlying plaster is crumbling.

Just wondering if any one has used Toupret Wall Hardener in this case.

I spoken with Toupret guy and he suggested to use this before any filling.
