can i install a oil filled electric towel heater in zone2 fed from a unswitched fused spur which would be tapped of the ring main viar a 30ma rcd device :?: :?:

Yes, possibly, but the earth bonding of the supply circuit will have to be bonded to bathroom piping, if not already, and the cable outlet will have to be suitably protected against condensation etc, and any 'normal' part of the fitting can only be in Z3. Suggest consuting the makers of the rail to see what they recommend too, not all consider their rails to be adequately splash proof, and say Z3 only.
As an aditional complexity, such work if not started last year and completed by this month end, is now covered by part P as non-minor work, so to be legal you are supposed to notify building control who will charge a significant fee to come out, inspect and, hopefully approve the work.
