Towel rail dripping

1. Where is it dripping? Not clear from your description or photograph.
2. If you have only drained the one radiator, no need to add inhibitor. If you have drained the system, than add inhibitor.
 
See the joint where my finger is pointing. There appears to be ptfe tape in there . It does not appear to tighten up when you turn the but. Is there a way to seal it. It’s not the but and thread. It’s the joint my finger is pointing to.
 
Undo large union nut, undo tailpiece (use hex key) from rad, apply Loctite 55 or at pinch more PTFE tape to threaded end of tailpiece, reassemble in sequence.

If no flexibility in pipework may have to drain system to remove radiator valve in order to remove tail in which case fresh inhibitor advised.
