Towel Rail / Duel Fuel / Heat-miser

I’m in process of moving from vented to combi……
I’d like to put a new towel rail in the airing cupboard where the old HW cylinder was removed from.

I’m pondering a low wattage electric element for when the boiler is on summer holiday.
The alternative (grateful of thoughts); I have a ‘heat-miser’ wireless stat, in the summer could I shut down my room rad TRVs and put the heat-miser in the airing cupboard so it’s responding to the towel rail; would this be an alternative to duel fuel / keep things simple ?

I’ve just bought smallest towel rail I could find and a 150W element so a timer is a good shout.
