Towel rail summer element advice please

I have a ladder towel rail that is plumbed into the central heating that I would like to have a summer element fitted to.

1) Would I be right to assume that to fit the element my plumber will have to drain the towel rail??
2) If so, I might want to change the towel rail to a chrome one. I'm not sure what make the original one is but as long as I get the same size would any make fit in the same fixing holes?? (I wouldn't want holes left in the tiles)
3) Could somebody recommend a decent chrome ladder towel rail & element to go for.
