Trouble opening roof window

I'm having a lot of trouble opening a roof window. I attached some pictures. I just moved into this place and the landlord said she closed the window the day before after it got painted. (I think maybe the paint dried sealing it shut) although I can't rule out a other issue. I said her for the brand of painters info but she's 75 and wasn't much help.

Basically told me in writing I can just try whatever to open it.

And suggestions for things to try?
