If the ambulance is going to a RTI they will have to wait for the Police to control the Traffic so it is not a danger to the Ambulance Personnel,

That might be the theory for RTI attendance but is not always the practise. Ambulance staff who are first on scene are quite capable ( in most cases ) of making safe at the scene before police and /or brigade arrive. An ambulance fending off is far more obvious than a police car.

Ambulance crews will hold at a cordon around an incident where the dangers of the incident are not known ( gas, bomb, armed criminals etc etc ) and specialist knowledge is needed to make the scene safe ( or contain the dangers ). That said some ambulance crews will go some way into the area if there is a casualty they can reach
