TRV problem, radiator stays HOT

I have a Mistral II TRV that isn't doing its job. The radiator stays hot even when the TRV is switched to off. Can I try replacing just the head or do I need to get a man in to drain/replace?

Need to check that the needle of the valve isn't stuck.

Pop the head of the TRV off, set to highest number and unscrew the steel ring underneath the valve head, you will see a steel pin sticking up, make sure this pin moves freely up and down, if not, a light tap with something should free it up, use a pair of pliers to push it up an down a few times to free it up.
 
The pin is in the head and moves freely. Not in the bottom bit like some others I've seen online :?
