TRV valve plunger is working but the valve doesn't shut off when I supposedly close it (still works at full temperature). I've also swapped the head with another with the same result. Any ideas please other than changing it?

No other option but to replace the TRV if keeping the pin down doesn't stop the radiator from heating.
I assume the actuator heads you have tried are working and fit the valve body ?

Correct. As its on a small rad and there's also a towel rail I've just restricted the flow from the other end. Not thermostatic but it's good enough.
