Turning off water suply

I have a leak under my sink in the kitchen. The water is leaking from the stop valve and therefore we need to switch the water off from outside of the house to replace the stop-valve. The outside water connection that switches the water off is a circular piece of plastic of about 3 inches in diameter with six little prongs coming out of it. This item is too tight to turn by hand and we are therefore unable to switch the water off and replace the stop valve. Please can you advise me if there is a special tool for unscrewing this item and switching the water off, and if so where I can find one.
 
Hi, Ring your water board....they will do it FOC....sounds like one of their tamper proof types.hth :wink:OR that`s a cover for a meter to be retro fittid.whatever ..Call them
 
As Nige stated the water board will do it for you. However, this will sound daft but it is true some of those plastic stops in the street work the other way to what you think. Anticlockwise isolates the water supply.
In addition, if the stop cock is leaking have you tried slackening off the packing gland and putting some silicone grease on the thread and nipping it up? More, often than not that stops leaking stop cocks.
