I bought a cantilever TV bracket to put on my living room wall, which I thought was a stud wall but it is in fact a paramount partition. I was thinking of placing two small sheets of plywood on either side of the partition. One on the wall and one at the other side of the partition in the cupboard fixed by carriage bolts. Once the sheets are fixed in place I will then screw the bracket onto the plywood.

I'm not sure if this would be strong enough to hold it securely. Any advice would be appreciated.

It certainly would be strong enough, if not particularly pretty.....is there no chance of making contact with one of the studs? (Admittedly, they are a bit thin!)
Why not bolt the bracket directly straight through, as you appear to be doing that anyway? You can still use ply to spread the load.
John :)
