Two lights, double switch

So, just moved and the new living room has a semi divided dinning area with one light in each section. In the living room there is a double switch, but, only one of the switches controls both lights. Is there a way to get each switch to control one light each?

Does the living room have wall lights or light sockets [2A or 5A sockets usually] controlled by that switch?

Might be worth turning the power off and removing switch to see if they are both in use and take pics of the wiring then post them here [simple copy and paste]
 
This is starting to remind me of a friends house with 2 reception rooms were the dividing wall was removed and reinstated, and the doors blocked and reopened several times in different places by successive owners, each time the lights wiring was converted from the previous botch with a selection of buried joints.
