Two stage flush question

My mum just had a new toilet installed - it is a modern slimline with twin press buttons on top of the tank lid.One button gives a very short flush, the second button only flushes if you hold the button down. It will not do a second stage flush if you press and release the button. There is no problem in the button operation - the operation is the same if you remove the lid and press the valve sections directly. The valve is the type with two semi-circular segments on top that you press, with an overflow attachment on the side. Can't see any makers name.

Is it normal to have to hold down the second button for the full flush ?
