Type 1 OR block paving?

My garden is currently all block paving, Im planning a fairly major overhaul part of which is putting a pre-fab concrete garage in place and also putting some granite pedestrian paths in place.

My question is, do i need to remove the block paving and use a type 1 as the foundation for both the concrete base and the pedestrian paths or could I just lay a concrete base over the blocks and then type 1 ontop of the blocks to resolve levels and then sand and lay pedestrian paths ontop.... The concrete base would need some levelling prior to the pour using type 1.

Im like to do things properly so if they need to go, they need to go. Forgot to say, there is no problems with levels or bringing them up 4 inch of so for the bases.

Dig them up. You will likely have to disrupt the paving in any case for things like gutter drainage or power ducts etc.

They are a little too bulky to use as a topping hard core but would be ideal for any deeper infill.
