Not unless they trip with bs they don't. A 32A type C is spec'd not to fast trip until 32x10=320A is running. A ring main is already designed to supply more than twice the current any one thing plugged into it is allowed to draw. That already gives a bigger surge margin than using a type c13A breaker on each socket.
