We are building a shower room within our garage. The walls have been built using 4" thermalite block. The builder said we may have a problem with u values and that the council may insist on insulation board on the inside. All 4 walls of the said room are internal. We really do not have enough space to board and tile the walls as we will lose valuable inches. Will they make us board this room even though the walls are internal?

A garage is not internal space. As far as b'reg's are concerned then a garage may as well be outdoors.

You either need twin skin masonry walls with cavity insulation or build a 100mm stud wall with 100mm celotex or kingspan between studs and 12.5mm plasterboard each side.
