Thanks for that but have seen that previously. Thats for balancing the system - I want to flush and fill system for which the lower valve needs to be fully open. When I turn the lower valve nothing happens at the flow meter at all.

Looking at that manual that does seem to be the way that specific system sets each loops flow rate (rather than balancing), rather than at the flow meter as per normal, if that is actually your system. That being said if your flow meters are jammed/clogged up, it wouldn't matter where they adjusted, there still wouldn't be any flow.

Exactly - i believe they are jammed.
