Hi - just to let you all know the conclusion to this.
UkPowerNetworks finally came to do the work. They still insisted they were not the responsible party even though there was work to do amended the 'cutout' ; something only the distributors are allowed to touch.
They said they were doing it as a duty of care because the tenants had been without heating/electric for 12 days.
So still not the most satisfactory situation. Just keeping my fingers crossed it never happens again!
