Not sure to say if I'm surprised or not. AFAICS they are rip-off for the self-employed who don't know how to sort out their tax and expenses.

Was forced to use one when I did a job in 2015, cost me 35%+ of the income and also made a right mess of expenses (milage at £0.25 rather than £0.45 per mile. Questioned the need for parking). Took the accountant extra time to sort out what they'd deducted and had not deducted. Told the employer I'd not work for them again if they insisted on using the UC; their excuse was it saved them bank charges as they only had to make one transfer rather than many each month.

The government have known for a number of years that it is a big loophole being exploited to the full by unscrupulous agencies but done nothing about it.
