undercoat

Hi guys. I understand the importance of priming a new wall because of the absorbtion of new plaster, however in what circumstance and why would you have to use an undercoat before the top two coats? Ta.

Hi Dec
it is plaster.........but if you can give me a general answer i will appreciate it, so that i know when and on what substrate i can get away with undercoating. Thanks in advance.
