Underfloor heating in walls?

A house in Cumbria is heated by warm walls. Installed several years ago.
Only the lower half of the walls is heated. Over time the heated areas developed a different appearance to the unheated area. IIRC paint and/or wall paper colours faded faster on the heated areas. Re-decorating had to include a clear separation of the heated and un-heated areas. Half height wood paneling being one method.
Does it work ? The owners were ( maybe still are ) of the opinion that it's performance did meet their expectations.
