Underfloor Heating, To Insulate or Not?

Howdy,

I've just built a second hand conservatory and I am thinking of putting in some underfloor heating in. However I'm stuck at the insulation part. The floor is a hardcore base packed down and then 3 inch thick insulation boards. On top of that I have about 2 inches of concrete and that's currently my floor.

My Question is do I need to insulate the floor before putting in the Underfloor Heating Mat (Electric) or can I get away with it as it is?
