armour on underground cable is showing a very low volts.why is it showing any power

what are you measuring relative to?

how many cores is the armoured cable?

are you using a core as earth?

is the armour properly tied to earth at the origin?
 
I am using 3 core armoured cable with 1 core as earth The armour sheath is showing 1.5 volts before it is tied to the earth

tie it to earth. makes sense.

if its not tied to earth at either end then some float up would be expected

if its tied at one end and not the other then you may still se a volt or two if there is lots of current flow.
