Unearthed lighting circuits

There are many pre-1970 lighting circuits without earths. Is there anything that can be done to minimise the danger from them. EG plastic wall switches (instead of polished steel or brass). I gather RCDs are frowned upon for lighting circuits?
How would they be reported on a periodic inspection? would it be that the wiring "must" be upgraded or would it be a casual recommendation?

REWIRE, that is the only way to comply. If the installation is pre 1970 then it is well past it's operation life of 25 years (recommended).

The whole installation will not comply with the regs and is potentially dangerous should a fault occur.
 
So what is the fuse protecting against when there is no earth?besides a short between neutral and earth what fault would blow the fuse
