And is it a barrier on the way down again? If not, is it therefore more of a turnstile?

What you are describing is a pyramid scheme on a national scale, yes more migrants more services required so that means more jobs the problem is that its more migrants who have to come in to do the jobs, that means it has to keep expanding also most of the jobs are in service industries and don't make the country any money.
