Uneven floor.

Have laid insulating backing boards onto concrete floor to take electric under floor heating with tiles on top, unfortunately there are some areas that are not flat, my question is, is it better to lay self leveller straight onto boards or lay electric matting first and then the self leveller, thanks for your time!
