uneven surface on plasterboard

Hi everyone. Just bought a house and need to refurbish pretty much everything :LOL:
I've just finish laying acoustic insulation and new floorboards.
Problem is in bedroom walls. Two of them are solid external and two of a plasterboard construction (internal stud frame). Both have been covered with lining paper and painted by previous owners but they look s*** (cracks, holes, bumpy etc). I need to remove old lining paper and hung new one. I know I can use steam stripper on solid walls but what about plasterboard? Any ideas?

I thought about it but...radiators on each internal wall. Don't really want to take them off. :confused:
